Dr. Santiago Tellez is an evaluation officer at the Methods Advisory Function of the World Bank’s Independent Evaluation Group (IEG), where he provides advice to teams on evaluation methodologies and co-leads the Foundations of Evaluation Design Curriculum a capacity building initiative to train evaluators in IEG. He has 7+ years of experience teaching program evaluation and research methods and working on evaluation and data analysis. He received his PhD in public policy from The University of Texas at Austin and his Master of Public Policy from Brown University.

II-a: The Science and Art of Evaluation Design

An evaluation is an assessment of a policy, program or project and serves the purposes of learning and accountability. To achieve these purposes, evaluations need to be purposely designed to enhance their potential utility while at the same time ensuring rigor. This workshop will discuss the foundations of evaluation design. Participants will develop a sound understanding of the building blocks of evaluation design on the basis of structured discussions and exercises around real-world evaluation examples.
